The Library of Virginia at http://www.lva.virginia.gov/public/guides/va4_headrights.htm states the following,
“In order to encourage immigration into the colony, the Virginia Company, meeting in a Quarter Court held on 18 November 1618, passed a body of laws called Orders and Constitutions which came to be considered "the Great Charter of privileges, orders and laws" of the colony. Among these laws was a provision that any person who settled in Virginia or paid for the transportation expenses of another person who settled in Virginia should be entitled to receive fifty acres of land for each immigrant. The right to receive fifty acres per person, or per head, was called a headright.”
Now remember, European immigration began and European immigration increase was sought through the “headright” system, although Europeans were living in a land that was inhabited by Native Americans before Europeans arrived.
The text from the "Undocumented Immigrants" ebook above is the same as the audio sample above...and proves unequivocally that European immigration increase was sought through the "headright" system, although Europeans were living in a land that was inhabited by Native Americans before Europeans arrived. Many of those against a path to citizenship for undocumented immigrants, do not know these historical facts. Undocumented immigrants should receive a path to citizenship, and the "Nation of Citizens" Act enacts a path to citizenship for undocumented immigrants..and addresses problems that documented immigrants and asylum seekers are currently facing.
